Dr. Luomanen is Community Clinic/Public Oral Health consultant to non-profit, community, county, State and Federal Health Centers as well as other agencies. The work encompasses conception, planning and operation of Dental services and evaluation and technical assistance for existing services.
Dr. Luomanen has served as the Dental Director of numerous agencies including NMA Comprehensive Health Center, of San Diego. Dr. Luomanen’s experience includes Private General Dental Practice, Forensic Odontology consultant for Mendocino and Lake Counties, and Dental Director of the Over Sixties Clinic in Berkeley. As Dental Director at Community Health Systems, Inc of San Bernardino he ran the first general anesthesia Pediatric dental program based in a community health center in California
Dr. Luomanen’s formal education includes a DMD from Tufts University School of Dental Medicine, Boston, Massachusetts, and a B.A. in Biology from Suffolk University, Boston, Massachusetts.
Dr. Luomanen is the chair of the Dental Directors Peer Network for the California Primary Care Association , a member of the Oral Health Access Council of California and a graduate fellow of the California Health Care Foundation/UCSF, Health Care Leadership Fellowship
Dr. Luomanen’s training and experience bring a valued perspective to further the First 5 Commission’s goals of serving children 0-5 years old in San Diego county.
